Abstract：Liao and Jin Dynasties are respectively established by the Khitan and Nuchen, and they are all the northern minority regime and the original nomadic culture gave priority to hunting. They did not developed the filial piety culture as the central plains at early time. But after the establishment of state, the rulers began to attach importance to the culture of filial piety, and use the administrative and legal means to guide and standardize the filial piety. Finally, the policy of "governing the country by filial piety" become a mainstream thought. So to speak, the social ethos of filial piety is a kind of product of integration and identity based on the inheritance of Chinese Confucian culture of filial piety, and eventually become the moral views and cultural value of Khitan and Nuchen.
